This is my opinion but I say don’t reboot it because like your writers said you’d be losing a lot of work. But if you do reboot I’d suggest keeping the important stuff of act1 and act2 then with act1 continue from a certain point and not to confuse people maybe write a little note that briefly explains what led up to that moment you’re starting at.

Wow the new chapter is amazing and thank you for bringing back from the story from the dead and please no don't redo RWBY: Black Rebellion you make changes on the way even adding story's that you feel will bring to your likeness

what an interesting cliffhanger you left us with, seems Rouge may be even more of an aberration than initially believed. now with rewriting the story, it seems to stem from the lack of change despite rouge's presence as well as the common trap of changing the dynamic of 4, while the 2nd part may not be able to be helped unless you were able to get black fang members as part of the team which may be able to fix that, the first can be somewhat remedied through side stories that may be able to show more mundane parts of life at beacon with Rouge and maybe set up/foreshadow how events may change later down the line due to the relationship he has with the cast.

also, the pandemic thing, overall daily deaths have been kept low and stable and have not increased significantly despite the ongoing riots that likely contributed to the climbing hill of infected on the charts so as such, things aren't as bad as one may think it is in terms of the pandemic... now if only the riots would stop

If your going to rewrite the series then it can only turn out better I suppose. At least if your really think it should or not or is good enough as is. Of course it would be a lot of work as well but it's not like you would have to scrap it all just to have original content. Either way this fic is interesting at least.

Also as a joke to your remark about USA is asking to die of the palgue it just made me think. What would everyone in the codegeass world do if something similar or the virus was spreading across their own world. It would just be hilarious seeing masks in certain situations. Like Charles screaming LELOUCH! but with a mask. It would completly lose it's drmatic effect.

Or maybe even Zero. even his mask has a mask just to promote to others. Wear a 'mask' lol. that gave me a good laugh to think about.
