What happens is that Taylor makes a friend who later stops hanging out with her. There is no actual indication that that GIRL was send by Emma to trick Taylor. That's it.

As for Galatea, two options. One is the one from the myths, the other is the Supergirl Clone in the DCAU, who had a costume which was very similar to Powergirl.
