The idea is nice, but you've made a mistake in the heroines' description: Powergirl is not a clone, she is the Supergirl of an alternate dimension; the one you're referring to is Galatea.

Honestly, I'm leaning towards Bleez or Cheetah, since I've always found those more interesting. This is true especially when you consider what they went through. Bleez was not a work slave, but a sexual one, and I feel it would be interesting for her to overcome her past experience with men if she genuinely falls in love with Ben, and maybe, instead of being powered by murderous rage, her Red Lantern ring could be powered by righteous anger, as Razer showed was possible in the animated series for green lantern. Cheetah, on the other hand, seems to showcase a deprecating attitude in regards to her mutation, and maybe if the two fall in love, Ben could help her out and allow her to become a hero alongside him.

Either Supergirl Charmcaster or Blackfire would do but my favorite is Supergirl.
