If your trying to make Hisashi and his gang look like the lesser of two evils by having them be threatened by a government official, then it's not working. I'm being antagonistic, I apologize. All I keep thinking about is that your somehow gonna let Hisashi's gang off the hook by the end of the story, I really hope you don't. Izuku being so nice to them after they ruined his career (as far as he knew at the time, kidnapped him, held him against his will and tried to guilt him into not selling out their little bunch of War dogs. By that I meet profiting off of releasing dangerous criminals into the public for any amount of time. I feel like they need to really feel the consequences of their actions, whether it be prison or otherwise, because they definitely have not shown any care for the destruction and mayhem the villains they released cause.

you do it great and in all honesty the assumptions Katsuki and Shouto had are good worked, Katsuki it's a guy who has a good instinct and Todoroki it's pragmatic in view things, considering he is the son of the best detective Japan has in that time in not surprised how he get to these conclusions.
