The way you wrote the story is perfect. You got how Lulu/Naruto thinks down to a tee an the village acted towards him. Now most Jiraiya and Kakashi fans will tell you it's not that simple on why they abandon him but it is. They left Naruto to avoid emotional pain no more no less. Jiraiya abandon his literal God-child to get drunk and laid. He used the excuse to find Orchimaru albeit he was actually trying to find him. He just didn't want to be near Naruto. Don't get me started on Kakashi I understand why he join A.N.B.U when Rin die but come on he left Naruto alone when Minato piratically became his father figure after his own committed suicide. Look I'm not being 100% biased when talking about these two but the way they act 'Those who abandons friends are worse then scum' they are hypocrites because they left Naruto who is practically family to them.
Now other people who complain to give villagers some credited then those are idiots. Naruto became a loud prankster due to his loneliness and need to be acknowledge a living being. And for those who don't know this but Konah population is 1/3 shinobi 2/3 civilian so the civilian counsel will have more power politically anyway.
