It was a good idea at first, only problem is once the Prophet revealed the howlers, it would have sent up a red flag to any of the remaining death eaters to refuse their delivery. It might have been better if you somehow had Harry figure out a way to place the howler inside another piece of mail, a sort of magical mail bomb.
