Just found this story. Large parts of it are confusing because no mayors act like this. The idea of Jacob just becoming the new mayor without elections helps add to this confusion. As I read the story, I began to realize that the only way this really makes sense is if instead of these people being mayors, I think of them as mafia bosses. Was this suppose to be a mafia story?

So I assume Jacob's working with Edward.
