To support your argument about nerfing Naruto, people seem to forget Hollows and Shinigami are only so powerful because they are technically dead, they're spirits, thus they're entire being is entirely made of spiritual energy, that's why they're so powerful, additionally it's been shown in the series that spiritual energy has very little effect on the living, the only reason fake Karakura town was made was for fear of Aizen merging the spiritual and physical worlds, THAT would hurt the living, but as you see, especially in Ichigo's early career, the damage he dealt in Shinigami form did not affect or even sensed by the living around him. Also for the first part of the series, Ichigo could only access his Shinigami powers when his spirit left his body, he didn't gain the ability to use spiritual power in his body until it was revealed he's part Quincy.

As such its reasonable that Naruto's powers are weaker as he is technically a living being, not a spirit, he's not a Hollow in this, he's a Devil with powers like a Hollow (which FYI is believable as in case you didn't know Mana and Magic are spiritual powers governed by one's mentality and imagination, it's not living energy like chakra, chi, or ki, so a magic being should be able to use powers like a Hollow or Shinigami). Makes more sense than a chakra user Naruto or Sage Naruto using Shinigami powers.
