Am I the only one who feels that this chapter feels very out of place? or maybe it was because Issei used the option to "talk" with the fallen, something very common in an SMT game

One thing that you should keep in mind is that the DxD-verse has never really showcased the power of any of its character meaning that it's all just really overexaggerated hype which probably isn't ever close to true. The SMT universe(and by extension the Persona universe) actually backs up its claims.

In SMT4:A Odin is level 85 and Azazel is level 69.

To be fair to freed, he found out he was nothing more than a failed clone of a hero and was looked down on for not being as good as the successful clones, not only that but considering he was a failed clone it is highly likely he had cellular degeneration e.t.c. and was driven progressively more crazy and unable stop it on a downward spiral to death while continuing to do what he was basically brainwashed into doing, kill all devils and heathens who support them... when you think about it DxD has a seriously dark background you don't see due to the cameras focus on issei's life and freed was just another tragic character.

You're basically trying to overhype the DxD-verse. The DxD power levels are nowhere near SMT, and trying to use SMT!Odin as a benchmark doesn't work since he's not DxD!Odin. Following your line of logic, Azazel shits on the Satans, since he's level 85.

I think the chapter felt quite long and not at all short which is great!

This gets funnier when you read the manga realize fried has a sister
