He's like... the definition of the coldhearted chessmaster trope. He plays up this benevolent, wise old master vibe but he is SO callous when you strip that away. So many order members in the canon timeline follow him out of loyalty because he did some favor for them - Remus, as a prime example - and they refuse to question him out of some weird mix of gratitude and awe. "Dumbledore knows best." How many times is that trotted out? He's a calculating chessmaster and I don't trust him at all, he dishes out his favors and gets his pawns all arranged on the board and then acts sympathetic when they get blasted to smithereens as if he didn't knowingly sacrifice them. Sirius in order of the phoenix could have been saved, if Dumbledore faced Harry head on and didn't alienate him. James/Lily might have stood a chance of escaping the night they died, if Dumbledore hadn't taken the cloak from James. He's way more corrupt, cold, and selfish than anyone, canon or fans, give him credit for.
