You're trying too hard to make Ash seem like a good person, and it's making him look like a mary sue. Having Ralts and Riolu be Ash's pokemon are not only cliche as hell, but actually make it worse for a number of reasons. One reason is the likelihood of a brand new trainer receiving not one, but two starter pokemon, and pokemon that are very uncommon and strong comes off as uninteresting. It's not just because it's cliche (though that is a big part of it), but also because there will be no real struggle or conflict in the story because of it, which makes for an uninteresting story. The fact that the pokemon automatically listen to him and obey him or trust him (even though one was from an abusive trainer), is also unrealistic. All this is is just virtue signalling, and there are problems with that.

In unpleasing symmetry, you're trying too hard to make Gary look like a terrible person. Canonically, Gary is a dick, there's no question about that, but a lot of it is due to the fact that he's a spoiled 10-year-old, and every spoiled 10-year-old is a dick. If he was 16 as well, then it's just unrealistic. Painting him as this evil-doer in everything makes him a flat character, which is not very interesting.

Also, other than mentioning it at the beginning, at no point in this story does Ash starting at age 16 impact anything.

Oh, and by the way, since it was mentioned, a ralts doesn't actually sense whether a person is good or not, just whether they are feeling positive emotions. A ralts would be attracted to a serial killer if the serial killer felt positive emotions while killing. Having Ralts detect Ash is "a good hearted person" is also just virtue signalling.
