Just as a heads up, most people won't really give a shit about your OC, which honestly seems like a Mary Sue SI. If you want to give us backstory, it would be best to give it to us in short snippets through flashbacks or having the OC talk to other characters. Truth be told, I ended up skipping over a good 9p% of this chapter just because I didn't care about the massive info dump that was more than likely useless information for the story.

As for the pairing... well I can already tell it was arbitrarily chosen because you like Yang. Whether that's because she's got big boobs or something else... I really don't have high hopes for any decent characterization/interactions between just the OC and Yang based on what's been written here. I'm more than willing to bet that it's either some love at first sight nonsense on Yang's part, or some contrived "oh we were elementary school friends/buddies/sweethearts".

Not to mention I can already tell that instead of trying to mess around with team placements, you decided that team RWBY would get a fifth member just because "but this character is special and Ozpin wants him there".

Something tells that Yang is beginning to feel jealous towards Coco for interacting with Bolt.

This was a very fun chapter!
First, I quite enjoyed the fight between Bolt and Pyrrha. I kind of expected it to end in a draw, but of course, just because I predicted that outcome didn't make it any less awesome.
Then, of course, it was entertaining to see Bolt beat up Team CRDL, who thought they could beat him just because it was a 4v1 and Bolt was tired from his match with Pyrrha. But, oh boy, were they wrong! If they actually try anything like that again, then they're even bigger morons than I thought.
And of course, the new moves that Bolt learned. I can imagine that they will VERY much come in handy in the future. Plus, I loved seeing Ruby and Yang acting as the Trainers for Bolt, with the phrase "Use (Insert Move Name Here)!" (Now I kinda wanna see a fanfic starring the characters of RWBY as Pokemon Trainers. I imagine it'll be pretty easy to find.)

Another great chapter! You're a pretty decent writer. A few things though I think you're rushing it with the whole Bolt/Yang thing. I mean,I know that they've known each other for a long time but I think you should still take it slow.
Also, wouldn't mind seeing another shapeshifter besides the revealed ones. Maybe a legendary.

I love this story so much!
I can't wait to see if there are shapeshifters other than Bolt and Qrow. I'm personally hoping to see a Pokemon like Greninja, Blaziken, Gallade or Absol. It'd also be pretty awesome to see a legendary in there to spice things up.
That being said, the current state of the story is pretty good! I actually thought of an idea like this before, but didn't end up doing anything with it. Kinda regretting it now. :(
Oh well. Keep up the good work!
P.S. I'd really like to take a look at your Fairy Tail Shapeshifter story, but I haven't watched Fairy Tail yet. I'm considering it, but most of my friends say that it's bad while my only friend who says it's good is a fanboy (as in the obsessive type of fanboy who tends to drive people AWAY from what he's obsessing over). What are your thoughts on it and would you suggest it?
