I do wonder if Neptunians can be described as "Easy going goddess leads to easy going people". Or maybe they try so hard and achieve prosperity under the occasional serious Neptune moments because they are aware she is lazy.

Gunpowder (modern ammunition actually moved on from it sometimes ago, and now merely call the catridge charge: propellant) is actually a fairly realistic futuristic infantry weapon.

If you look at infantry weapons today, you will notice that a lot of them are merely refinement of prior successful platforms such as AR & AK (two oldest main infantry gun platform still around). They are also FAR Cheaper than any Direct Energy Weapon (DEW) or MAG (Magnetically Accelerated Gun) because the cost of an energy battery & miniture energy generators would be far more than mere propellant and bits of metal.
And weapon refinement involved anything from improving propellant, reducing recoil, increasing accuracy, lightening the gun, improving heat control, increasing ammo capacity for roughly similar volume, etc. So there is no need to use the age old "bullets move slower so bypass barrier excuse" many fic come up with.

As to why I'm not including rate of fire for automatic weapons? Rate fire can already be adjust reliably in modern time. The real issue is the doctrine for that specific weapon(s) that determined rate of fire.
For single barrel infantry guns, the rate of fire can be anywhere from 300 Rounds Per Minute (RPM) to 1800 RPM.

Oh, there is going to be so much headaches for the citadel races when a race as zany as these human make their debut.

Yeah, skimming/skipping the combat has proven to be the right answer. I just don't care about pretty much any of them, not to the point that I need a blow-by-blow accounting of it. If your fights don't reveal something about the characters or plot they're probably superfluous.
