I'm not surprised Sev raised his eyebrow at Poppy. It's 1995. He's been teaching for 14 years, beginning at age 21. EVERY student is young enough to be his child. In her emotional state, she is seeing him as younger than he is.

Now, admittedly, just a very few years ago, he would have been too young to have fathered any of the older kids, so her mistake isn't quite so surprising. However, I think his raised eyebrow is less about age and more about 'opportunity'. In his mind, I presume the only children he would have had would have been with Lily.

Lastly, that poor girl is going to be terribly blindsided by the 'role' of Headmaster Snape!
