First, it's the Wizengamot, not the Board of Governors, who would be involved in laws governing wizarding Britain. The Board of Governors is limited to Hogwarts and policy decisions there (yes, including personnel).

Second, you're rushing this. (Yes, I know that as I write this, the story has been completed for some time now.) You've got an excellent idea for the marriage law challenge - somewhat unique even. But you're pushing too fast.

Third, unless there was a notice of an arrest the very day that Hermione received her letter - because since this is written so that everything is happening all at once it stands to reason that the first batch of letters went out the day the announcement was made, two weeks before Hermione received hers - there isn't any possibility that she would believe that the penalty of 70 years in Azkaban (you don't even need to mention confiscating the wand with that bit, by the way - they definitely take that away when they put you in prison) was anything more than a scare tactic.

I do hope this doesn't turn out to be as OOC as I'm fearing it will...

Bloody brilliant this is. I think it's the most fitting ending to any Tomione fanfic. Tom, despite having felt loved, was still tempted by power enough to continue making his horcruxes. Sad to think about it, but I could see it eventually happening should he falls in love in canon.
