I'm still betting on this being a Railroad rescued synth gone bad. I'd think the Institute would mention having active agents in the Capital wastes since they were pretty specific about wanting to support the Generals expansion plans there.

Also, out of curiosity, we've seen the Minutemen expanding in the commonwealth, the Pitt, and the capital waste, but what about all the areas in between? Have they found/founded settlements in places like New York? Cape Cod? Since the General is building up the Navy beyond brown water, I'm betting there's a lot more advanced ships to salvage in places like New London or Fall River.
