I agree, Kyouya would be that sort of cat-caretaker. Especially given that this is a Reborn-cat and a Tsuna-cat, and that they're inseparable. He might be a little leery of letting a Tsuna-cat go off on his own too much, though. Cute little fluffball might get eaten on his own. Or run over, caught, etc..
