I feel like I should mention that at twelve even Nabiki wouldn't be that good at blackmailing people. Or covering her tracks.

I think I should also point out that an elven year old Ranma wont be near as good as the sixteen year old version. Even if she was training with Cologne for any length of time. I doubt he'd be a match, physically or magically, for any student of fifth year or more. It's probable that third and fourth year students could pose a challenge for him.

lol nabiki. i pity snape who has to supervise her.. then again he'd most likely be proud of her blackmailing talents of not getting caught.

i forgot to ask but does Ramna still have complicated fiancees? He already met Shampoo and Ukyo before he even became a teenager.

The idea is workable. It would be nice to know if this is a de-aged Ranma and Nabiki or if they really are only elven.

Aside from that the structure of your paragraphs could use some work. Generally, when you switch speakers you should also begin a new paragraph. Beyond that, a paragraph is meant to convey an idea which could be the description of a person or thing (item, place, action etc.).

Also pay more attention to identifying the speakers and to pronoun use. For example, in the quote "I was really surprised at first because I'd figured...it kind of made sense." You don't identify who is saying it. Then you go to say that 'Neville and Harry looked at her in surprise,' But the last girl you mentioned was Daphne and the readers are told that she had left. That leaves us confused as to which 'her' Neville and Harry are looking at; was it Hermione, Nabiki or Ranma (as Ranma was said to be in female form at the time).

Keep trying to improve as you write this story.

Is Ranma going to be stuck as a female?

While I like this "fetus" of a story (as it is right now it's too early to say that it will be developed), it is raising some questions.
And the main question is - when exactly in Ranma timeline this is happening? Given that both Ranma and Nabiki is eleven, then it is during Mushroom of Time episode - or did you ignore canon timeline totally and make them meet each other much more early? If you went with second option, then does Ranma have his curse or not?
