But when the PRT want her to come in for power testing she's actually considering it? The only reason they want her to come in is so they know what she can do and thus make counters for her. And everything the PRT knows is naturally available to nearly every villain in the city (though Taylor wouldn't know this yet ofc). So she shouldn't even be considering it.
