I agree with not putting ophis, raynare, and Artemis in the harem. ophis is technically genderless, raynare is a bitch, and Artemis i believe should maybe be forced to be his personal maid as punishment for killing him under kokabiels orders simply because of her dislike of her half brother. as for rossweisse and Irina, I say do whatever you want with rossweisse but actually keep Irina out of the harem since it seems issei didn't know her during his childhood like in canon. though you may be able to get them in as some sort of political marriage but that would likely require you to bump issei up to high or ultimate class so he has the required status for such an arrangement to work. otherwise the harem you have is good. maybe add le fay in some way but I can't really justify the request since all I can say is she is my favorite magical girl. though sona in the harem would also be good but that is mainly from reading a lot of stories with her as the main girl lately and because of your earlier description of isseis ability in chess. plus I dislike saji a bit.

Really hope you put out a new chapter. You left on such a cliff hanger and the story is one of my favorites on FF.
