UPDATE
ChaoticInscriber chapter 1 . 10/22/2019
This could expand into a very pleasing story. So much potential...

Because really, the canon is so open-ended on so much, and anyone with a vaguely-real-world comprehension of something like mafia will have trouble believing that simply "staying away" would ever be enough of a security measure to work, not when he also comes back occasionally and sends money and all under the same damned name the entire mafia knows him by. He probably isn't the only one of his name in the world, but combined with the actual visitation? Way too easy to notice, especially if he's even a fragment as careless in his rambling as implied in the series - even if it was only around those that should have been trusted, only so specific or vague (perhaps the obsession with calling Tsuna a fish is really born in part from ensuring he only ever referred to his child by a nonspecific nickname for safety, and has trouble not doing so the rare occasions he has the chance as a result?) there is always always always a chance of eavesdroppers, intentional or otherwise, and why would they keep it completely quiet if the right motivation knocks? All someone interested needs is confirmation that he might actually have a wife and kid somewhere not-so-vongola and their investigations would eventually yield Namimori.

Afaik, it's actually "Bermuda Von Veckenstein", spelling slightly in question. I could be wrong, though, and since they have "human" guises it's not hard to accept the idea of alternative naming for further cover. (I'm not sure if Jaeger ever got a surname officially.)
Bermuda's been the Vendicare Warden for a damn long time, after all. Occasionally throwing out false surnames is probably a good idea even if he so rarely has a call to introduce himself at all. Confuse the crap out of the mafiosi scum, visit cakes shops (in human guise) without too much suspicion or attention being roused, you know, the usual. XD

Tiny-Tsu being firmly convinced that they aren't so scary after all by the time the "bad men" had been removed makes perfect sense to me and is so very cute. It fits right in with his older self's stubborn streak and emotive decision-making. I love the mental image. The big bad Vindice being utterly bewildered by this tiny fluffy Sky so trustingly climbing on them and eager to cuddle or play. *coos*
Declaring them his Chichi and Jii after a few years of having them around so very often, so honest and genuinely caring and worried even if awkward compared to Iemitsu's absences? Completely believable. He's only little yet, and they are by far more like kin to him than his sperm donor. They certainly act like it more.
With the implications of Tiny-Tsu having decently strong intuition so young, pre-seal, and no clear implications of whether the seal blocked it very well, I can't help but consider the theory that part of the reason Iemitsu failed to connect with his little boy when he was home was because he lied to them so much, and his son's intuition knew that even if the boy didn't understand. After so much time away, what bond there may have been just from relation would have withered with no attention, not even long-distance attention to nourish it. Add in some of the passive effects of that level of combat experience and hazardous occupation, and why would a young child who can sense more than most not be affected by it? Bermuda and Jaeger got by because while yes they were scary at first, they were acting in blatant defense of the child and "made the bad men go away" as well as following it up with trying to help the little kid they'd saved, giving Tiny-Tsu a chance to think a bit and consider them more than a fleeting impression with very strong reasons to slot them towards "safe". Meanwhile, Iemitsu has reportedly thought nothing of letting small children drink alcohol, responds to a lot of childhood problems with a declaration about the need to "man up" despite the actual problems involved or the young ages, and regularly tried to play "upsies" -tossing a child into the air and catching them- and somehow failing to consistently catch his own damn son who didn't want to play in the first place after the first occurrence. And that's just from the canon. Tsuna's intuition damn well have better warned him off trusting Iemitsu fairly often with that kind of decision-making regarding children.
Yeah, I'm not surprised at all that given a parental figure who actually was doing a good job for long enough, little Tsu has no attachment to his "papa" anymore.

On OoC- The Vindice don't get a whole lot of chance for characterization outside of their ongoing Hunt and Hatred of Checkerface and enforcing Justice on the Mafia. They've got plenty of room for interpretation. Tsuna is being heavily influenced from a very young age compared to what we know of his canon self, so his differences are to be expected, really, and do still fit in with his overall characterization. He was skittish and flailing because of how isolated and downtrodden he grew up as, with actual support and affection he didn't need to end up that way, and here he didn't have his Flames Sealed and was taught (directly or indirectly) to listen to his intuition all along. So what we have is more of the fiercely protective of his family little lion, the caring nurturer who adores his Own and wants them to all be well taken care of always, before and without Reborn's help collecting them or unleashing it.
So he's different, yes, but still himself, just with a chance to develop in a different path.
Even Reborn wasn't too OoC, it isn't like we get to see him so utterly blindsided often and he was supposed to also be guarding his charge while teaching him thus understandably acting with intention to aid/protect the kid. He jumped to conclusions based on what he knew, even though he had realized some of his information was faulty there had been no indication before then that the information regarding the Vindice of all people might have also been faulty. Given his line of work, I'm not surprised that Tsuna's surprises on top of everything else going on triggered a slip, a reflexive tightening of a dangerous grip. Reborn was too off-balance, too-embedded into what he thought was a dangerous-even-to-him combat situation to have the slip be unbelievable. He hasn't had the time to get used to his new student yet, to help ingrain the familiarity to aid himself in managing such responses should something occur, like this, to upend things enough.

I love seeing someone understand what the Vindice are trying to do, that they also are trying to help in their own ways, and feeling determined to help fix it, to make other people understand too because it's not okay that no one else does. Having that person be our cute fluffy chibi Sky is all the more fun, because if anyone is going to pull it off... *maniacal laughter*
Aside from the immediate question of "what now, do we skin the idiot arcobaleno or not?" I am very curious where this could lead. Do any of them even consider the option of letting Tsuna become Decimo just to have a better position to force the entire Alliance to Heel properly? Does Tsuna try to abdicate, or claim he isn't eligible for the same reasons Iemitsu isn't, prior allegiance/sworn position? That one has a better chance of working here than usual, because if there's anyone even Vongola has to be cautious of simply brute-forcing into compliance, it's the Vindice. *cackles*
None of Tsuna's canon Guardians have prior allegiances to Vongola, even if Hayato might have hopes because of the strength and security involved. They are children, freelancers, civilians, and convicts. So there's no reason Tsuna can't collect them anyway, if they can handle his Chichi's side of the family without upsetting the little Sky. Hayato might have a stroke, though, and wake up deifying Tsuna even more for being able to handle/tame the Bogeymen of the Mafia. XD
I'm kind of curious about Mukuro's gang. They should be in Vendicare already, so if Tsuna still visits sometimes there's a chance of having met. I can see this Tsuna trying to guide Mukuro-tachi around to agreeing that if the mafia is scum the Vendice are already doing some of his stated goal-work for him, curbing them and dealing with the worst of them permanently as needed. Mukuro might be in favor of more death-penalties than actually are given, but perhaps his wardens need not be his enemy completely? If their only problem with Mukuro is how messy his work was, how freely "innocents" may have gotten caught in the crossfire, that some of his work was too obvious to the uninformed... Well, those kinds of things can be trained if the student is willing to consider the benefits of doing so.
Or maybe Mukuro is only very-soon-to-be-caught? In which case he could have Tsuna poking around his case from the get-go of arriving in Vendicare, potentially, and wouldn't that be even more effective, perhaps?
(After all, depending on the choices being made at the closing of the scene, the only way to ensure their baby boy's safety for a while might be to let him visit overnight for a month or six.)

I'm quite sure that the Vindice's primary objection to giving a prisoner to their child as a present would be concern for how well the prisoner will protect and treat their boy, and if they collaboratively cause Mukuro a metanoia, well, then they'd be happy to gift their boy a devoted acolyte and fiercely protective defender.
(Wouldn't that say a lot to the mafia at large, that this previously-unknown baby Sky's first Element confirmed is a powerful Mist convicted of Mass Murder of Mafia Familgias? Nearly as delightfully off-setting as finding out that technically the first of his Elements could be argued to be his "Night(s)", his Chichi and Jii, leaders of the Vindice? *cackles* )
