I really dislike Lelouch x Kaguya mostly because she a loli and thus a turn off for me.

The other pair I dislike is Euphy x Suzaku I just hated it in the anime, I mean he's Lelouch's best friend and she's Lelouch's sister, so that a break in the Bro-Code there, but the real reason I don't like the pair really comes down to the fact that from the first moment I saw Suzaku, well I pegged him as a traitor, someone that would betray his own blood to get ahead in life, and that was b4 I learned that his KMF was called Lancelot, then I learned that he killed his father, and really ended up betraying Lelouch in the end of R1, don't get me started on R2, I just always hated him.

I think i said it b4 but I'd like Euphimia to be with Lelouch too, so yes to the Harem idea, with LLxKKxCCxSF, but please add Euphy.

The Castor/Shirley thing this chap felt just as bad as the Suzaku/Euphy things in the show, Suzaku never deserved her, and I never liked those two together.

I hope this is a Lelouch x Harem fic, those are always fun to read, or at least a Lulu x Euphy fic.

While some of your reasoning is sound, it would be wise to point out that Milly isn't too bright on that subject. As for Tohdoh, he presumed that he and Nunnally died just like everyone else.
Now then, while I find your approach to be witty and fun, you don't seem to portray Lelouch's brilliance very well. Half of the things he said as Zero could very easily give him away, which is why the canon Lelouch didn't say those things. Now, Suzaku and Euphemia figuring him out is logical, but you don't seem to portray Suzaku's conviction to resolve matters through the system.
Believe me, your set up is nice, and I appreciate your slight adjustments to the story to fit your parameters, but my advice to you is to remember the characters from the canon, and then carefully adjust them to meet the different factors that occurred in your story.

People keep demanding new pairings in the reviews. I don't really care which pairing you choose, though Lelouch/Kallen/CC is my favourite. Hope you continue writing this xD.

Do not put Kallen x lelouch pairing I hate it if you put that as a pairing I am out.
