This story is so well made and I love the gradual climax in it. Like you think he's going to do something and then it goes flat when he doesn't.
It keeps you extremely interested in what will happen next.

I don’t know why I do this to myself, fall in love with unfinished stories that have most likely been abandoned, but this is super interesting and I really hope you come back to it.

I loved reading your story. It was different from any other Fairy Tail fanfic that I have ever read. I hope that maybe you will come back to this story and continue writing it, but if you don't that's fine too. Just know that if you ever do, I will definitely be reading it. :)

OMG! I love this story! Will you update again?! The last time you updated was in 2015 and it’s now 2018 but I’ll hold on to hope that there’s a possibility that you’ll write the next chapter someday. But if you not going to finish this story (hopefully I’m wrong) you should write an author’s note telling your readers.

When you tell someone that you can make them free, they will do anything to achieve it. They won't even realize that by obeying, they keep themselves enslaved. Freedom only comes by making your own choices, something Jallal has not yet discovered how to do. Then again, neither has Ultear. Hell, neither has Lucy. They're all still prisoners of one type or another.
I can't wait to see you have them free each other.

Well, now THIS is a story I don't get to see everyday and is very rare. Lucy joined the Magic Council instead of Fairy Tail. Yeah, I love it and it's awesome! XD
Lucy joining or creating Guilds (Legal, Dark, and Independent of canon and fanon) gets too boring these days.

Now this unique story is full breath of fresh air to me. :)

I wonder if this is a Hilarious in Hindsight because in the FT canon, Gajeel, Levy and Pantherlily joined the Council as part of the Rune Knights during the one-year timeskip in the Tartaros arc aftermath. Perhaps you could have either Levy, Gajeel or Pantherlily entertain the idea of what their canon selves did after meeting Lucy, a Council member as a Mythology Gag. Hehehe.

It's really funny to see that Lucy had realized WHY the Council had so much headaches at Fairy Tail's constant recklessness at everything including the law after looking through endless piles of complaints and arrest warrants in her office and now she has a bit of a Broken Pedestal with the very Guild she always dreamed of joining. But will still wants to meet them regardless.
Fairy Tail could always need another sympathetic member of the Council to help them out in legal matters.

Angel was really stupid to attack Lucy at her own home and paid for it with a jail sentence and all of her keys given to Lucy as a result after getting her ass kicked. I really wonder how did Oracion Seis (er, I mean Cinco) now take news of this.

For Lucy though in the Council, aside being Yajima's assistant for deskjob work, she can also be a part of the Rune Knights and learn military training in Magic and combat arts to become a skilled and strong Celestial Mage in her own right, earning her own merit there through hard work and determination.
That way she won't always be stuck on the office and being sent out to investigate various matters and problems to solve if she's attached to Lahar's Custody Enforcement Unit or any division that needed of her abilities. She could even have her own squad at her command too as well.

You can use this to expand on how the Council and Rune Knights work and function as an organization from Lucy's P.O.V. Plus I don't believe they didn't even try recruit strong Mages into their ranks as effective members and enforcers in the canon.
I mean if it's their job is to protect people, they have to be strong right?

I have a proposed ranking system for the expanded Rune Knights with strong Mages in the ranks:

c. Lieutenant
d. Captain
e. Major
f. Field Commander
g. Colonel
h. Division Commander
i. Major General
j. Lieutenant General

Mashima did great disservice to the Council and the Rune Knights as weak, pathetic and virtually useless.
I feel like that they've been overshadowed by Guilds a lot and they deserve a spotlight you know.

As for Jellal/Siegrain, he seems pretty interested in Lucy and her character and personality whenever he sees her work in the Council office. He may have plans for her but Lucy won't be lying this one down and would try to stop him before dealing a crippling damage to the Council if she gets too suspicious.

So now that Lucy is a Council member, will the Phantom Lord arc happen or not? Because I can't tell if Jose would be dumb enough to kidnap Lucy and take her hostage for the Heartfilia fortune that'll sure bring the full wrath of the Council on his Guild with the Rune Knights. Usually if Gajeel tries to take Lucy while on a visit to Magnolia and got caught in the Guild War which she will report to the Council about it.

Anyways, the possibilities are endless with Lucy as a Council member and canon route of the FT universe has been changed forever. Looking forward with the next update! Faved and Followed. :D
