I think I very much like where this would be going.

shame this wont make a full story but what little there is is a fun idea

Interesting twist with Gordon in the end. Funny to think the Young Gordon being against vigilante violence... while in later years he does his best to defend Batman in canon. The other funny aspect is this is the "good gotham". The Pre-fall gotham in where the Waynes were still alive and doing good and building up industry, jobs and public services.

Yet even then there was crime and corruption.

Good extension.

And using the name James certainly leaves all sorts of directions available.

You are much harder on yourself than we are. As long as your spelling, grammar, and punctuation are fairly good and your plot doesn't break my suspension of disbelief, it's good.

I like this story even though it might cause the Batman to never appear. Maybe Gotham is not as dark when the Joker and the others appear. Maybe Bruce Wane turns out more like Oliver Queen instead.
