This is pretty good, but very fast paced. You skipped so much detail, that it made it a bit difficult to follow. Overall, however, the concept is really intriguing. The fight scene could use a bit of work, but I liked it. Hoping this gets a chapter 2! :

I won't say Kaneki is OOC. Rather, it quite suits him after everything he had been through, including the events in this story as well (when he failed to protect Touka, Hiname etc).

But if we're talking about pairings here, I somewhat can't approve Kaneki with Rias, since their meeting is more similar with Rias' encounter with Yuuto. I'm a hard-shipper of IsseixRias anyway xD (no offense). If you're still contemplating about the pairings, I would go with Kaneki x Koneko, since both of them is kind of similar with each other. Besides, I honestly think that Kaneki is not suitable to have a harem or some sort. It just doesn't suit his character/persona. You still can pair Kaneki with more than one girl besides Koneko, but I still think that Issei should have a bigger harem than Kaneki.

And another thing, what would happen to Kaneki if he ate a flesh of a supernatural being? Will he undergo a transformation as well? And what about Rossweisse's role if Rias's vacant rook position has been given to Kaneki?

And your story-telling is too rushed. You need to use more proper marks (such as point, coma, quote mark, etc), sections and spacing so the readers can decipher the events and timelines in the story more easily. I know Kaneki is a lone-wolf type, but you should've featured Issei's POV as well. More interaction between ORC and Kaneki wouldn't hurt.

Overall, I still like your concept idea of this story. Looking forward for more! :) (y)
