It may seem odd, or a contrivance, but that exchange makes sense to me, rather than being a contrivance. The angels were so damn big on following orders, so resistance from some greater force to their attempts to interfere might convince them to leave it be, pitiable as it is. One who cares enough to be sad but remains "stuck" might even dare to warn Crowley off from trying anything big, lest he make it catastrophically worse for Harry. But demons, especially clever sneaky snarky bastards like Crowley? Rules are only binding when you aren't creative enough to outwit or outmaneuver whoever is enforcing them. Crowlers can't up and kill off all the idiots he's mad at? Fine, he'll find other ways to suit his desires and needs. He's ambitious and thinks Upper Management is Stupid, not suicidal. Thus he tricks and manipulates his way through trying to get his biggest obstacles killed to ascend Hell's Hierarchy, he doesn't try to off them personally.

Over two years and this cliff hanger isn't resolved. Is there going to be a new chapter or is this story abandoned?
