Team Kakashi and unless the massacre (there could always have been a gas leak in the elders/clan counsel Chambers?) doesn't happen or more then Sasuke survives then Sasuke HAS to be on the team. But since Naru's a girl Sakura doesn't have to be. This intelligent Naru could kick Sakura's a** blind folded with both arms tide behind her back.

I'm really liking this so far! I know as of NOW you don't have any pairings list but if you decide to go that route I'm a huge fan of rare pairings.

So Naru with any of the following. Kurama (in human/half-human form), Shisui, Itachi, Kakashi, Shikamaru, or an OMC. Other rare pairings welcome these are just my favorites.

If your stuck how about doing a monthly (or bi-monthly) time skip and just tell an overview of what he's been taught. Reading, writing (Calligraphy), math, basic accounting/money management, tree/water walking, Henge/transformation, exorcising/fitness, basic 1st aid, basic trapping (mainly for hunting), and maybe a small secret (Itachi, Shisui, and Kakashi sets up or actual Uzumaki Land that they put up extra protections )garden?

I have a bunch of challenges on my profile if you want to look at them, maybe they, the excerpts from other fics, OCs, or fics that are answers to my challenges can help you with inspiration.

Ok hear me out, the main element of the white tiger would be lighting or wind and when it transforms into the sword (I really like that idea, and can't wait to see where you go with it), naruto is able to use the lighting or wind kind of like raijin sword that was the second hokage's did but it would only be channeling the element around it and not make of it.

The Sharingan in Canon is already OP so you should not worry about OP eyes. Give Naru a mix of Ichigo's Quincy ability that lets him absorb natural Reiatsu but make it chakra instead, copy the person's memories and skills and powers once eye contact is made, bijuu-like immortality, the ability to learn any technique without serious drawback (Eight Gates without dying), Copy the abilities of any doujutsu that it encounters (ex. Danzo uses Kotoamatsukami on Naru but instead gives her the technique or Obito uses Kamui in front of her and gives her the technique), Create any weapon or clothing limited only by her imagination, unlock the ability to use senjutsu and once mastered Rikudo Senjutsu. Now you don't have to give it to her all at once but have it given to her in steps like by mastering one stage of the eyes, along with an act of selflessness then she can unlock another stage permanently rather than temporarily like if she were to try to sacrifice herself for someone else than it would unlocked until she is out of danger than she would be knocked out due to the strain placed on both her mind and body because she wasn't mentally and psychically ready to use it(ex of unlocking in stages is the Sharingan then Mangekyo than Eternal then Rinnegan then Rinne-Sharingan).

Well, you cannot blame many tiger using ice or lightning as it was based on byako.
No telekinesis... It's too weird for a tiger.
You must understand that the power must also fit the nature of a tiger.
A tiger is fierce so maybe fire but since it's is a white tiger, maybe blue fire?
If you are afraid of the tiger being too strong, why not make it a progressive system where the tiger only grow stronger with Naru or time?
Originally, the tiger can't really do anything more than a normal tiger which mean it can't even climb wall with chakra.
When Naru learn better chakra control and use a lot, the tiger learn by watching Naru and learn to use chakra to be able to run up wall and use chakra to strengthen the body. While Naru team up with team 7, the tiger watch sasuke make fire with his mouth so he try the same thing but it's weak and uncontrollable so it will take time for the tiger to use that attack properly. It's more like a flamethrower than a proper fireball.
Watching kakashi raikiri will make it try to make something like a fire claw.
When naruto learn rasengan, the tiger learn compression so it learn how to compress her flame breath into a fireball with huge explosion.
For shippuden, they will be more technique like
Flame armor,
An attack similar to fanf over fang
Huge control of fire based attack,
A super heated plasma attack
Flight and speed similar to rocket
Nuke blast.
Of course it didn't learn everything at once but learn slowly with time. So it didn't become OP and only become stronger due to the condition it demand to fight powerful enemy.

How about reflecting damage like Meliodas from the seven deadly sins?
