well you could always use the plot from the manga for that, hakase imploring ran to take care of conan because he is too busy to take care of her, and ran being the kind hearted person she is just couldn't say no, hell you could even have conan use puppy eyes. the original plot, one you should have hear of from the movie that started this is that conan is convinced by hakase to live with ran because of the semi-asset kogoro's connections with the police is, letting conan have a better chance at defeating the BO, just some side info for you so you don't have to dig for it yourself.

First of all, I understand you want to make your own version of Detective Conan as in Conan/Shinichi female version. To be honest I think Shinichi was male turned female when I read the summary, but when I read this chapter I realized not. Ok. Then I am wondering how about Ran and Shinichi's relationship? In canon they are sort of dating. So I assume you make them best friend in this story?

For Conan's care taker. Maybe you can use Hakase for more easy plot development but then again how about Ran? In canon she seems play important role. You can't get rid of her that easy. For Heiji's case, I think one of your reviewer had explained it. You could do the same in this story.

One more thing, I'm glad this is KaiShin fic. I totally love this pair so much. A love between Thief and Detective. It's legit. For addition, Yukiko is Toichi's (Kaito's father) student in disguise. Plus Yuusaku and Toichi also have the similar rivalry friend like their sons. I just want to inform you that in case you don't know it yet. Oh yeah, how about Aoko? Kaito's sort of girlfriend in the canon? How do you plan about her?

Maybe Conan can stay with Hakase? Ai eventually does, and they can have Ran visiting a lot to help "take care" of the little girl-Conan?
I agree about the Mouri's not really being able to afford a freeloader for a longer term- one story I read recently had "Conan's mom" offer to pay a stipend to cover any costs taking care of a child would incur every month, directly to Ran as her father is a bit irresponsible with money. That made a lot of sense to me. If you don't want her introduced yet, they could make such an offer over the phone or via Hakase? (Supposedly Shinichi's parents are kind of rich? It'd probably be like re-routing an allowance Shinichi might be getting since he lives alone.)

I guess I'll try and explain.
In the anime at least, the first time Heiji showed up was that he became jealous and obsessed with Shinichi so he ended up coming all the way there to meet him and Shinichi managed to solve the case (I won't say how.) but Heji did end up getting sort of suspicious of him and in a later episode he shows up again when they have to stop a murderer going after Sherlock Holmes fans. By the end of the episode Conan knocked out Heiji like he would do to Kogoro but he woke up halfway through and realised that Conan was using his bowtie to imitate his voice so he could save the case and he pretty much threatened to tell Ran unless Conan admitted to being Shinichi. The two became pretty good aquantences after that.
