Exile? Unless, humanity was part of the Citadel when all of this happen, the Citadel Council can't really exile. Oh, they can prevent you from entering Citadel space, but humanity don't need the Citadel. Their economy never joined with the galactic economy, so economic pressured is out, they could do military with the Turian pushing it, but the Asari and Salarian is to cautious for it.

All honestly, it was war, for humanity to pay reparations is stupid. It is further stupid that no one ever mention that Citadel law can only be enforced on Citadel-aligned nations like their associate and member races. It isn't a galactic law, but a Council one that is only enforce in Citadel space.

The Citadel Council while have grand ideas to force humanity through military and territory restrictions, they can't unless humanity want it. After all, humanity isn't an associate species of the Citadel Council. So, they can do whatever the fuck they want. They can increased their military and expand all they want.

As I said before, humanity don't need the Council, literally, they don't.

Some guy is talking, he stops and suddenly we are talking with the councilors for example and how did they know about the turians if they only exchanged a few shots on some relay?
