In between the narratives, things weren't exactly cold or hot. Cold implied lack of heat, lack of energy, but this was nothing. It was something else. An unmade void. Smallville was in Kansas. About as far away from an ocean or sea as you can get.
What state is it in now? I assume Smallville is now 30 miles from the Atlantic. Moving 30 miles closer doesn't seem meaningful
