Do Mpreg if it helps your plot along. We're talking magic after all, though the possibility sounds like it must be either a new development or a pretty rare phenomenon. Metamorphmagi should be able to do it. Little Harry's hair once fixed itself when Petunia shore it off, so the ability might have been not fully developed, but there nonetheless. It not necessarily must have been accidental magic. Tonks and Harry do share the same ancestors some four generations up the family tree if it's something that was partially inherited from the Black side. It would also to an extent explain why James Potter's wand was especially good for transfiguration.
