Seeing as I have just read the story from beginning to your author's note in one sitting, I personally wouldn't mind having you repost your rewrite in one block. But if the rewrite strikes you to repost one by one, by all means do so. I will read them as they come out either way. I enjoyed the story so far, but I agree the chapters could use a little 'fleshing out'.

As others before said it’s really up to you but I would like as you get them done. I also liked the suggestion of you posting the updates as a new story. I agree with the person that said you probably put a lot of work into writing the original and it would be a shame to take it down. Having said all that it is ultimately your story and your decision on what you want to do we are all just along for the ride.

What I've seen a lot of other authors in a similar situation do in the past is post the new version of their fic as a separate story. This way, followers can see that you are still working away, and those that might be rereading (or even reading for the first time!) won't get confused if they're on the original as it's chapters are being updated. Otherwise (as this is probably a lot more work on you, sorry!), either option is fine.

*sniffle* I was so excited, thinking you finally updated! I was literally JUST rereading your story. Like I was on chapter 16 and I saw I got an email that you'd updated! I thought my eyes were playing tricks on me or something! * sigh * Well, real update or not, I'm glad you're hopefully around again! :-D Can I make a request? Please add a separate story called "Cases of London Rewrite" or something, BUT LEAVE UP THE CURRENT ONE. Please. :) I like being able to compare (stories, writing styles etc), and also just go back and read the current one (as it's one of my faves as is). I'm sure you've put a lot of time and effort into this story. I'd be a shame to just delete it. As far as the timing of releasing your chapters, I'd love to have all your rewritten chapters now! :-D But really, if u can, post what you've got now, then continue when you can. :-D But mostly, I'm just glad to have one of my favorite stories updated!

I like the chapters being posted as you finish. I feel it gives readers something to look forward to.

I would prefer as you complete them. Mostly because this gives me the chance to refresh myself on the story without feeling rushed to go through a chunk of them before new chapters start arriving.
