Good start, all Rue's feelings very well expressed. Like the part about Marvel's dad.

1 - "And she smiles!" - Beware of the exclamation point. If you use it too often, it becomes a fancy period. Portray emotions via descriptions or with dialogue tags.

2 - made my doing - Typo, should be by.

Nice effort at keeping in one POV. It worked. I do think you made too many scene shifts. Limiting it to Rue's home and District Twelve would be better. It allows you to concentrate on the important events in the chapter, such as her speech to Katniss and Peete's family.

I have found the use of an outline beneficial and would suggest you consider using it. Your profile indicates a sporadic writing spurts, much like me. An outline will help you keep your story moving in a logical manner.

I'm so delighted to read this! and the friendship pairing is wonderful - I can definitely see Rue and Finnick becoming friends. The writing does feel slightly different, but not in a bad way. Sorry, I don't have much to say, I've never been good with reviews, but a terrific first chapter for this sequel.
