Reguarding Quirell, he didn't have the turban until after he started sharing his body with Voldemort, which happened between July 31, 1991 and September 1, 1991. Quirell taught Muggle Studies until the 1990-1991 school year, during which he traveled the world and met Voldemort. He returned as the DADA professor for the 1991-1992 school year.

As far Bill and Charlie are concerned, Bill was born November 29, 1970, and attended Hogwarts from 1982-1989. Charlie was born on December 12, 1972, and graduated from Hogwarts the year before the Trio started, along with Tonks, who was in the same year as Charlie.
