After a surprise attack on Symmetra's portals Winston was sent floating through interdimensional space, luckily he ended up in a place where he won't stick out. Zootopia although this shining city is relatively peaceful there are still a series of dangers facing the city, they say a hero's work is never done and that is too true for Winston.
