Cobb and Boulet are assigned to catch a most unusual criminal, who despite his flamboyant costume, arrogant behavior, and odd graciousness always slips past the NOPD's best efforts. Along the way Cobb discovers a greater case, one that dates back as far as the city itself! (A crossover of K-Ville with Le Bonhomme du Minuit, a story I wrote set in post-Katrina New Orleans.)
