Albus Dumbledore deliberately left Melrose Potter to abusive relatives with a curse on her so he could use her to her death as planned. However, he didn't take into account what the Dursleys would do to her as abandoned her in Japan and she was found by a 14 year old Mori Kurei who unwittingly triggered the curse that she became the very thing she should have been, to Dumbledore.
