It's a very conservative country. It's perfectly legal to discriminate against people because of they're race, nationality, sexuality, gender, and religion.

You know how Tsuna's teachers treat him in cannon? That's perfectly legal and acceptable behavior because he's not fully Japanese.

It's a beautiful country with a rich history and culture but full stop? It can't be held to western standards when it comes to things like civil rights unless you want to be very disappointed.
