Anyway, this is a very intriguing fic. I don't often read horror. It's just not my thang. However Prowl and Jazz are.
Seriously, is everyone in your world mad? Cause holy shit this is way violent. So what is your endgame? I'm assuming it's not redemption, because reading this I highly doubt it's redemption. It's also unlikely to be romance, but then I do ship Prowl and Jazz (don't judge if you don't).
Have you ever watched Criminal Minds? If not you should. Serial killers generally have a ritual, and while the Incarcerator's seems to be shaping body parts into weapons I wonder what else there is.

I have to say that you've really caught my attention with this story. The only other story that's come close to your idea here is a story I read called 'To Catch A Thief', in which Prowl was a thief and Jazz was the Enforcer assigned to catch him. Can't wait to see what you've got planned for this story... insane Prowl and slightly insane Jazz that has to catch him sounds good.
